Long shot but I'm going to go with American government. Most of the sentences relate to recent events or general operations.
"Falling onto deaf ears" Could be the Occupy Wall street movement. "Keeping an eye on things" Could mean general FBI surveillance. "Surfing the web" The attempt to introduce both PIPA and SOPA bills that would allow better policing. "Keeping it under your hat" The recent exposure to the Wikileaks cables. "Blast from the past" Perhaps is the fact USA have had two Bush presidents who have both led the Iraq wars. "Fall from grace" Megh.. Bill Clinton?
As I was writing these it seemed less and less likely to be right but it's the only thing I can think of at the moment. Unless these are lyrics to a song or descriptions of a movie which is what I'll be checking next.

It's good, but it's not quite right... just say what you see! Plus Teebs, remember (again!) that staff aren't eligible to win - we only made an exception last time because a non-staff member devised the theme.

Ok I've thought up of one idea so far! With amazing hacking skills I'll find real life pictures of you all and use them as my display pictures. Then through out the week I'll kill you all in real life. The resounding theme? MURDER!
