I was riding my bike yesterday and passed a fence that had three dogs in it and I noticed a little black dog that couldn't use his back legs. I thought they were broken because whenever he tried to get up somewhere he would fall back or really struggle because he could only use his front legs and his back legs were tucked under. It's a fairly small backyard who he shares with a very big dog and I don't even recall seeing any food or water. I'm really worried and I don't know what I should do.. I can't just ring their door and be like "hey, are you neglecting your dog?" Should I call the Humane Society?
